ILEP Sep 2026 English delists: check Stamp 2 school eligibility

If you are comparing Stamp 2 English schools from Latin America (or anywhere outside the EEA), list status can change between the day you shortlist a provider and the day you pay. Ireland's Interim List of Eligible Programmes (ILEP) — sometimes misspelled "ELIP" in media or agent chats — published an updated English-programmes Excel file on 17 September 2026. Some providers that still appear on agent PDFs, school websites, or older screenshots are no longer on that official English file, and they are also not on TrustEd Ireland's English Language Education Institutions (ELEI) listing.

This post answers one student question only:

How do I know my English school is still on an eligible list before I pay?

It is not immigration advice. Always verify on the live official lists before money leaves your account.

What changed in the September 2026 ILEP English file

Immigration Service Delivery (ISD) hosts the searchable ILEP programmes table and a downloadable Microsoft Excel file on its study-options pages. The English-language snapshot students should use for this update cycle is dated 17 September 2026.

Against that official file — and against TrustEd Ireland's ELEI listing — these three providers (still named in student and agent conversations) were absent from both:

1. Limerick Language Centre (legacy ILEP ref. 0289) — delisted; physical closure not proven
2. Erin College (legacy ILEP ref. 0300) — delisted; physical closure not proven
3. EC Dublin (legacy ILEP ref. 0316) — closed (EC English group wind-down / insolvency, effective around 14 September 2026), and also absent from ILEP

Treat the first two as list-verification examples. Treat EC Dublin as a closure plus list absence. GoStudy's job here is to help you verify lists calmly — not to rank schools or invent shut-off dates.

Per-school status (as of the 17 Sep 2026 ILEP English file)

Limerick Language Centre (0289) — delisted only

Limerick Language Centre does not appear on the 17 Sep 2026 ILEP English Excel file, and it is not on TrustEd ELEI. That is a delisting for Stamp 2–style list checks.

Physical closure is not proven. Irish Times coverage on 18 July 2026 reported a Department inquiry into delayed visa-refusal refunds. On 10 August 2026, High Court reporting (RTÉ, Irish Times, Irish Examiner) described the Department dropping LLC and Erin College from ILEP over refund handling, with an interim injunction that stayed decisions at that time. The September 2026 official English file still omits LLC — so do not assume the injunction put the school back on ILEP.

School websites (including llcentre.ie) may still claim ILEP listing. Do not trust a school site alone — re-check ISD and TrustEd.

Erin College (0300) — delisted; closure unproven

Erin College is likewise absent from the 17 Sep 2026 ILEP English file and from TrustEd ELEI. Stance: delisted.

Closure is unproven. It sits in the same August 2026 High Court package as LLC (Department removal from ILEP over refund handling; interim injunction stayed decisions). We have not corroborated claims elsewhere that Erin "closed" with Irish Times / RTÉ / Examiner reporting. Treat edublin-style "closed" claims as unverified unless primary Irish press confirms them.

EC Dublin (0316) — closed (group insolvency) and absent from ILEP

EC Dublin is absent from the 17 Sep 2026 ILEP English file. Separately, EC English announced a group wind-down / insolvency affecting its international network, with closures effective around 14 September 2026 (EC English wind-down notice; also covered by PIE News).

For shortlists, treat EC Dublin as closed because of that group insolvency — not as a misconduct-style ILEP delist. Absence from the September ILEP file is consistent with the wind-down; do not invent a separate "removed for misconduct" storyline for EC.

Delisted is not the same as closed

Word	What it means here
Delisted	Provider programmes were not found on the current official ILEP English file (and, for these examples, not on TrustEd ELEI).
Closed	A campus / group has stopped operating, proven by company notice or reputable press.

Missing from ILEP is not automatic proof of physical shutdown. LLC and Erin are delist examples. EC Dublin is the one of the three where closure is supported by the group's own wind-down notice.

An interim High Court injunction in August stayed decisions at that moment — it is not evidence that LLC or Erin were restored to the September ILEP English file. They remain omitted from the 17 Sep 2026 xlsx.

How to verify before you pay (dual-list check)

Ireland is in a dual-list year. The ILEP is closed to new providers. TrustEd Ireland's first five English Language Education Institutions were authorised on 5 August 2026 (QQI). Programmes eligible for study visas / immigration permission beyond 90 days appear on ILEP or on a TrustEd Ireland eligible-programmes list — typically not both. TrustEd's own checker says you must check both carefully.

Student checklist:

1. Get the school's exact programme title in writing (not a marketing nickname).
2. Search that title on the live ISD ILEP table / Excel while ILEP still operates.
3. Search again on TrustEd Ireland's eligible-courses page and, for ELE providers, the TrustEd ELE institutions listing.
4. Keep a dated screenshot of the official page or Excel row — not an agent WhatsApp forward.
5. Only after the list check, ask which learner-protection arrangement covers your enrolment. List eligibility and fee protection answer different questions.

If a school was on ILEP last month but is missing from the 17 Sep 2026 English file and missing from TrustEd ELEI, treat Stamp 2–style eligibility as not currently supported by those official lists until the provider reappears on an official eligible list, or until official ISD / QQI guidance says otherwise.

Already enrolled? ISD student FAQ guidance says that if your programme is removed from the ILEP while you are studying it, you may be allowed to finish that programme provided you keep complying with your immigration permission conditions. New enrolments on a removed programme are the risk this post focuses on — not a promise that your Stamp 2 auto-extends or auto-cancels. Always read the live ISD FAQ for students.

If you were looking at Limerick

Limerick students who had Limerick Language Centre on a shortlist should re-run the dual-list check above before paying. As of the 17 Sep 2026 ILEP English file, LLC was not on that official English list (and not on TrustEd ELEI). That is a delist signal — physical closure status remains to be determined from reputable press or official notices.

Student Campus Limerick is a different school and a separate July 2026 closure. Do not merge those two stories when you shortlist Limerick options.
